Job Definition: The Animal Control/Community Service Officer is responsible for enforcing municipal code, animal control laws and regulations, ensuring the safety and well-being of animals and the community. This role involves investigating complaints, rescuing stray or injured animals, and working with local agencies and organizations to promote responsible pet ownership. The Animal Control/Community Service Officer will be based at the Leadville Police Department. The Animal Control/Community Service Officer will also be trained to investigate and officially document specific property-based crimes and municipal code violations with the same attention to detail as that of a Leadville Police Officer. This job description is an overview and is intended to describe the general nature and level of work being performed. It is not intended to be an exhaustive list of all the functions and tasks required of the position. Essential Duties: The following duties are not intended to serve as a comprehensive list of all duties performed by this position. The duties below are intended to provide a representative summary of the major duties and responsibilities. 1. Interprets, enforces, and investigates complaints of violations of local and state laws, codes, resolutions, and ordinances. 2. Issues appropriate citations when warranted. 3. Participates in numerous facets of the rabies control program - i.e. investigates animal bites, quarantines animals when necessary, investigates all reports of suspected rabid animals, and submits specimens to the State Health Department when required. 4. Prepares case files for all investigations requiring such to include witness statements, incident reports, photos, and any other evidence and present to the District Attorney’s Office. 5. Appears in court as a witness for the prosecution. Must be able to accurately recall facts i.e. CITY OF LEADVILLE, COLORADO PART-TIME ANIMAL CONTROL/COMMUNITY SERVICE OFFICER 2 the date, time, and exact circumstances of any incident or violation. 6. Apprehends and impounds animals that are at large or not under control or those that are in violation of local and state laws. 7. Transports injured strays to emergency veterinary facilities after providing immediate first aid. 8. Educate the public on Animal Control laws, Municipal Code, proper pet care. 9. Provide information to the public regarding all aspects of responsible pet ownership and local regulations pertaining to pet animals. Additional Duties: ● Patrol and service the incorporated area of the City of Leadville or other areas by intergovernmental agreements as assigned. ● Evidence collection. ● Covering the Police Department front desk. ● Traffic control during special events, major traffic accidents, and fires and crime scenes. ● Frequent foot-patrol on Harrison Avenue. ● Frequent foot-patrol of community parks and recreation sites. ● Seasonal bicycle patrol. ● Crossing guard duties. The Animal Control/Community Service Officer shall not be dispatched to the following types of calls for service: ● Any crime involving violence and/or physical harm. ● Public Intoxication/Disorderly Conduct. ● Any type of narcotic activity. ● Any crime involving a weapon of any kind. ● Mental health calls. ● Check on welfare calls of persons. Supervision Exercised: No supervisory responsibilities. Independence of Action: Work is performed in accordance with legal requirements, standard practices and methods requiring initiative to complete recurring assignments independently and judgment to determine which of many methods are applicable in any given situation. Communication/Working Relationships: Strong written and verbal communication skills with the ability to effectively communicate and interact with all levels of the city, outside agencies, and the general public in a positive and cooperative manner. Maintain strong working relationships with the community, city staff, local, state and federal partners and other outside agencies. CITY OF LEADVILLE, COLORADO PART-TIME ANIMAL CONTROL/COMMUNITY SERVICE OFFICER 4 Qualifications: Minimum Education and Experience: A high school diploma or GED. An Associate’s degree is preferred, but is not required. Certifications: Obtain and maintain State of Colorado Animal Control Certification within twelve months. Language Skills: Ability to read, write and speak English fluently. Ability to respond to employees, customers, regulatory agencies or authorities, or members of the local business community. Bi-lingual Spanish speaking skills are preferred. ● Be a U.S. citizen and 21 years of age at time of application ● Possess a valid, unrestricted driver’s license at time of application and date of hire ● Not have been convicted of the following: o A felony crime o A misdemeanor crime of domestic violence o A misdemeanor crime that would affect ability to certify with the Colorado Police Officer o Drug usage, as described below, may be cause for disqualification: ● Any use of marijuana within one (1) year prior to the date of application ● Any use of any illegal drugs (i.e., heroin, cocaine, LSD, amphetamines, steroids, or other illegal drug as defined in schedules I through V of Section 202 of the Controlled Substances Act) within five (5) years prior to the date of application Candidates must be willing to submit to a comprehensive background check to include a polygraph. Candidates must also pass a post conditional offer drug screen, psychological evaluation, and medical examination. Special Conditions of Employment: Work is regularly performed outdoors and occasionally indoors with frequent exposure to extreme temperatures and all-weather conditions. Work is performed year-round with occasional exposure to cold/wet/humid conditions, loud noise, heavy traffic, and all types of hazardous situations, including threatening people, communicable diseases, hazardous materials, chemicals, etc. Due to the nature of this position, periods of high activity and stress in emergency situations will exist, often after extended periods of sedentary activity, under demanding conditions, along with the handling of dangerous or hostile individuals. Individual will work 10 or 12-hour varied shifts and will be subject to working nights, weekends, holidays, and mandatory overtime when necessary. The successful candidate(s) for this position must be: ● Willing to work any shift, weekends, holidays, and mandatory overtime; ● Certification from Animal Welfare Association of Colorado (AWAC) ● Able to meet attendance and punctuality standards as established by the Leadville Police Department and the City of Leadville. All required licenses and certifications listed above must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications in addition to keeping the required knowledge, skills, and abilities listed for this position may result in demotion or termination. CITY OF LEADVILLE, COLORADO PART-TIME ANIMAL CONTROL/COMMUNITY SERVICE OFFICER 5 This portion of the job will require sitting, walking, bending, kneeling, standing, hearing, speaking and lifting containers or animals up to or over 30 pounds, as well as handling fractious animals. Specific vision abilities required by this position include close, distance, and the ability to adjust focus. Lateral Transfers: Candidates with qualifying experience and Peace Officer Standards and Training (POST) certification may be eligible for a higher entry rate of pay and an abbreviated academy. Eligible experience will be that of a state, county, or municipal law enforcement officer with power of arrest with a minimum of two years of patrol experience (after graduation from a Police Academy) and Colorado POST Certification or state equivalent. Such eligibility will be determined by the Leadville Police Chief or his/her designee as part of the employment offer process. Qualified candidates may be eligible to receive up to pay Step 6 of the salary schedule, depending on years of qualifying experience.
